The increase in vehicular capacity due to transportation projects leads to additional travel on the roadway network. It includes induced vehicle travel owing to a number of parameters, including induced growth and increased speeds.
According to the proposed updates issued by OPR analysis and guidelines, agencies need to determine measures of transportation impact with CEQA and other requirements. Los Angeles intends to consider the potential for transportation projects to increase vehicle miles traveled or VMT. It also intends to offer consistency around projects.
The city also recognizes the demand for setting newer significance criteria for transportation impacts depending on the VMPT for transportation projects.
Understanding the Screening Criteria
To assess the screening criteria, it is imperative to ask whether the project will include comprehensive traffic lanes on new or existing highways. If yes, it will consist of the following:
- Purpose lanes
- Auxiliary lanes
- Peak period lanes or
- Lanes through grade-separated interchanges (note that this excludes transit lanes, managed lanes, as well as auxiliary lanes)
Active and transit transportation projects & projects reducing roadway capacity reduce VMP. Thus, they are presumed to cast an impact. Transportation projects can lead to measurable or considerable increases in vehicle travel. They would rather not be required to prepare any induced travel analysis.
Outlining the Impact Criteria of Additional Travel Due To an Increase in Vehicular Capacity For transportation projects exceeding the screening criteria & aren’t qualified for screening out from any analysis, the capacity-enhancing transportation project needs to have an impact only in one condition. It will only have an impact only if the project increases the area as measurable by the base year of the city plus an induced travel elasticity parameter per lane mile.
