Hillside Development Construction Traffic Management Plan

Hillside Development Construction Traffic Management Plan - The Los Angeles Department of Transportation (LADOT) has developed specific requirements to analyze safety, access, and circulation concerns related to construction activities of new developments on narrow streets less than 24-feet in width within hillside neighborhoods. While most hillside developments screen out of a Vehicle Miles Traveled (VMT) analysis according to the LADOT's Transportation Assessment Guidelines (TAG), LADOT may still require California Environmental Quality Act (CEQA) analysis to evaluate potential geometric design hazards or emergency access concerns or may require a safety and access assessment outside of the CEQA process to analyze the construction-related activities that may impact local circulation, emergency access, deliveries, and street parking.

All new land use development projects subject to discretionary entitlements that are located within hillside communities in the City of Los Angles on streets less than 24‐feet wide (on any roadway segment used by the project for hauling materials and equipment) should develop a Traffic Management Plan (TMP) that. The TMP is a report that must identify any potential access, circulation, and parking issues and recommend countermeasures for LADOT's review and approval. This requirement does not apply to land use development projects proposing minor additions of 1,000 square feet or less or projects limited to interior alterations.

All projects undergoing new construction or additions of more than 1,000 square feet must prepare a Hillside Development Construction Traffic Management Plan that includes an analysis of the cumulative effects from other known development activities (by‐right and discretionary) within a one‐half mile radius of the project site that could have overlapping construction schedules causing adverse impacts on emergency access, deliveries, residential circulation, and street parking.
