Transportation Review Procedure
Analysis Requirements
The Department of Transportation (DOT) evaluates applications for Predevelopment Plan Review (PPR) or other discretionary approvals to determine the necessary transportation analyses, which may include CEQA analyses and/or Local Mobility Analyses, based on established thresholds for different project categories, as outlined in Table 2–1.
Study Process
The transportation study preparation process typically follows these steps:
- Project Initiation: The applicant submits a Master Application and may contact DOT staff to start the transportation review process, providing essential project details.
- Memorandum of Understanding: The transportation consultant prepares an MOU summarizing key project details and assumptions for review by DOT and the Department of Planning and Community Development before analysis commencement.
- Data Collection: Required data for the transportation analysis is collected according to the outlined procedures.
- Transportation Impact Analysis: The consultant conducts necessary analyses, presenting findings in a report signed by a licensed Professional Engineer.
- Conditions of Approval: Upon approval of the analysis, DOT issues a letter to the Planning Department detailing required CEQA mitigation or local mobility improvements, which become Conditions of Approval.
- Mitigation Monitoring: The applicant may be responsible for ongoing reporting of mitigation measures in compliance with city ordinances.
