Transportation Impact Study Format
The Transportation Impact Analysis (TIA) report follows a structured format to ensure consistency and thorough evaluation of potential project impacts. Any deviations from the standard format require prior approval from the Transportation Engineering Division (TED).
Content of the TIA
The TIA report generally includes:
- Level of Service (LOS) Analysis: Evaluates intersection and roadway segment performance.
- Mitigation Measures: Identifies feasible measures to address transportation impacts.
- Traffic Signal Warrant Analysis: Determines if new signals are justified.
- On-Site Circulation Assessment: Reviews internal site access and vehicle movement.
- Safety & Operational Improvements: Identifies measures to improve traffic safety.
- Traffic Calming Measures: Evaluates needs for reducing vehicle speeds in residential areas, particularly near schools or parks.
- Active Transportation & Transit Analysis: Assesses pedestrian, bicycle, and transit facilities.
- General Plan Amendments & Specific Plans: Includes a General Plan conformance review and identifies potential regional funding mechanisms.

Submittal Requirements & Procedure
The Planning Department must assign a case number before a TIA report is reviewed. Additionally, a Scoping Agreement must be signed by the Transportation Engineering Division, and review fees must be paid to the Land Development Division’s Permit Technician.
