Section 2 – Transportation Impact Analysis (TIA) Procedure

Upon receiving a project application for discretionary actions (e.g., Use Permit, Variance, Zone Change), the City conducts a preliminary assessment to determine if a Transportation Impact Analysis (TIA) is necessary. A development project includes any land use change, structure addition, or new construction involving occupied floor space. For transportation infrastructure projects requiring an analysis, refer to Section 3.2 of these Guidelines. The TIA preparation, screening, submission, and review follow these steps:

Step 1. Project Memo The applicant informs the City Traffic Engineer of the intent to prepare a TIA, providing:

  • Project description (size, use, phases, address, Assessor’s parcel number, title)
  • Project site plan (driveway locations, parking design, circulation, etc.)

Step 2. Preliminary Design Review The applicant conducts a design review with the Planning Division and consults relevant agencies and adjacent jurisdictions (e.g., Caltrans) to address transportation-related issues. Written confirmation from affected agencies is required.

Step 3. TIA Scope of Work Document The applicant submits a TIA Scope of Work Document to the City Traffic Engineer, outlining assumptions and parameters for the analysis, including those from other affected jurisdictions.

Step 4. Data Collection The applicant gathers relevant data for the TIA, including vehicle/pedestrian/bicycle counts, roadway geometrics, and VMT assumptions.

Step 5. TIA Preparation The applicant compiles the gathered data and analysis into a TIA report, with appropriate tables, figures, charts, and an appendix for supporting documentation.

Step 6. TIA Submittal The completed Draft TIA Report is submitted for City review, with revisions uniquely dated. Printed copies may be required for the CEQA environmental review process.

Step 7. Mitigation and Monitoring The applicant may need to implement mitigation measures, as well as report and monitor Transportation Demand Management (TDM) measures.

TIA Report Format

Each TIA Report should follow a standard format, covering the following sections:

Section 2.1.1 - Project Description The report must include a detailed project description (e.g., project name, Planning Case Number, address, land use, etc.) and relevant maps or figures (e.g., site plan, study intersections, nearby points of interest).

Section 2.1.2 - Site Conditions This section describes the transportation infrastructure surrounding the project, including streets, pedestrian and bicycle facilities, public transit routes, and nearby related projects.

Section 2.1.3 - Analysis, Discussion, and Results The report details the analyses conducted, summarizing results, significant transportation impacts, and mitigation measures.

Section 2.1.4 - Mitigation Measures and Recommended Actions When significant transportation impacts are identified, mitigation measures are discussed. These measures must be feasible, implementable, and reduce impacts to an insignificant level.

Section 2.1.5 - Conclusion A summary of findings, recommendations, mitigation measures, and ongoing monitoring requirements is provided at the end of the report.
