TDM Programs and Mitigation Measures
Transportation Demand Management (TDM) programs aim to reduce single-occupancy vehicle trips by promoting alternative transportation modes or adjusting travel times to off-peak periods. Development projects in Burbank's Media District Specific Plan and Burbank Center Plan areas must implement TDM programs and participate in the local Transportation Management Organization. While TDM measures required by ordinance cannot serve as CEQA mitigations, additional TDM initiatives may be considered if approved by the Community Development Department.
When proposing TDM as a mitigation measure, the Transportation Study must include: measurable goals, program elements, trip reduction estimates, implementation schedules, monitoring strategies, and contingency plans for unmet goals. The study should also outline alternative roadway improvements in case TDM goals are not achieved. For sites under single ownership, the City may recommend trip-cap agreements to enforce vehicle trip limits during peak hours, paired with a monitoring and contingency plan. If transit system contributions are proposed, the Transportation Study must analyze their effectiveness and include a letter of support from the transit provider.
Transportation Study Review Process
The City of Burbank requires all Transportation Studies to be conducted by its staff or a City-hired consultant to maintain impartiality. Project applicants must cover the full cost of the study, including a 15% administrative fee. Studies must adhere to the City's guidelines, industry best practices, and be certified by a registered Professional Engineer in Traffic or Civil Engineering in California.
