Traffic Study Content and Format Requirements for the city of Anaheim

 

Initial Meeting

  1. Participants:

    • Consulting engineer
    • Developer
    • Planning Department staff
    • Traffic Engineering staff
  2. Objectives:

    • Establish a mutually agreeable scope of work for the traffic study.
    • Develop a tentative schedule for reviewing and processing the traffic study.
    • Discuss key issues, development scope, and study area boundaries.
    • Review and provide substantial input on specific areas of the study.
  3. Developer Requirements:

    • Submit a detailed site plan.

Key Areas for City Staff Input:

  1. Study Area Boundaries: Define the general study area boundaries.
  2. Access: Evaluate access points.
  3. Cumulative Analysis: Consider approved developments in the vicinity of the project.
  4. Traffic Volumes: When warranted, include approved General Plan (build-out) traffic volumes.
  5. Level of Analysis: Determine the level of analysis required to properly assess anticipated impacts.

Second Meeting

  1. Participants:

    • Consulting engineer
    • Traffic Engineering staff
  2. Objectives:

    • Discuss technical aspects of the traffic study prior to the final analysis.
    • Review and pre-approve key elements of the study.

Subjects for Review and Pre-Approval:

  1. Trip Distribution and Assignment Assumptions:

    • Assess trip generation rates.
  2. Capacity Analysis Locations:

    • Identify intersections and roadway segments requiring capacity analysis.
    • Study intersections where the project will add 51 or more trips during peak hours (AM or PM weekday).
    • This threshold may be reduced for intersections operating at LOS “E” or “F”.
  3. Intersection Capacity Analysis Assumptions:

    • Discuss assumptions for intersection capacity analysis.
  4. Transportation Demand Management Plan (TDM):

    • Include a TDM plan to mitigate unacceptable traffic impacts.
  5. Specific Issues:

    • Address any specific issues requiring special consideration, such as access, parking, and special traffic controls.

Content and Level of Analysis:

  • Varies based on the scope of the land use proposal and location within the city.
  • An initial Anaheim Traffic Analysis Model (ATAM) run may be required to determine study intersections based on CMP and City requirements.
  • Follow guidelines provided in Figure 2, with input from City staff and requirements outlined in State and City CEQA guidelines, to ensure impacts of the proposed land use are adequately addressed.
