7.0 SUBMITTAL REQUIREMENTS AND PROCEDURE
Before preparing a Traffic Impact Study (TIS), a scoping agreement form must be submitted for approval, along with an initial fee estimated by the City based on project complexity. The scoping agreement ensures that the TIS aligns with City requirements and includes the following elements:
A. Scoping Agreement Requirements

Project Information:

Indicate whether the project is part of a Specific Plan (SP), list approved and active projects within the SP, and state whether an SP amendment is proposed.

Provide the current and proposed land use designations as per the City’s General Plan.

Site Plan and Access Details:

A legible site plan showing:

Existing and proposed driveway locations on-site.
-
Adjacent property driveways.
-
Opposite street frontage driveways within 300 feet of the project.

Access control for each proposed driveway (e.g., full access, right-in/right-out, left-in only).

Traffic Impact Analysis Components:

Study intersections and roadway segments to be analyzed.
-
Expected trip distribution, including separate distributions for trucks or unique land uses when necessary.

Trip generation estimates based on the ITE Trip Generation Manual or other approved sources.

Any additional supporting information required by the City.

B. Traffic Impact Study Submittal Process

Initial Submission:

Once the scoping agreement is approved, submit the completed Traffic Impact Study electronically in PDF format. Microsoft Word format may be requested by the City.

The report must include the approved scoping agreement and the cumulative projects list provided by the City in the appendix.

Clearly label the project case number on the cover of the report.

Revisions and Resubmissions:

If revisions are required, submit a complete revised electronic copy along with the City’s comments.

The revised study must incorporate requested updates to ensure compliance with City standards.

Study Validity Period:

The Traffic Impact Study must be submitted within six months of the Scoping Agreement being signed by the Department.

If the study is not submitted within this period, the agreement may be considered void, requiring a new scoping agreement and potential re-evaluation of project parameters.

C. Additional Considerations

The City reserves the right to request hard copies of the report if needed.

The Traffic Impact Study must be thorough and in compliance with the City’s transportation planning requirements.

Early coordination with City planning staff is encouraged to avoid delays and ensure adherence to project timelines.
