Traffic Impact Analysis is Required for the Fontana city in San Bernardino

3.0 When a Traffic Impact Analysis is Required

A Traffic Impact Analysis (TIA) must be prepared based on the parameters from the SANBAG CMP TIA Guidelines when a proposed change in land use, development project, or, at local discretion, a group of projects, is forecasted to equal or exceed the CMP threshold of 250 two-way peak hour trips generated. This determination is based on trip generation rates published for the applicable use(s) in the Institute of Transportation Engineers’ Trip Generation Manual or another approved data source. Pass-by trips are not considered in the threshold determination. However, industrial, warehousing, and truck projects must convert trucks to Passenger Car Equivalents (PCEs) before applying the above threshold.

It should be noted that jurisdictions that have implemented qualifying development mitigation fee programs meeting the SANBAG Development Mitigation Nexus Study's requirements are not required to prepare TIA reports for SANBAG review. As a participant in the SANBAG Measure I Nexus Study fee program, Fontana is exempt from SANBAG review for projects within the city. However, Fontana does not have agreements with Caltrans regarding State highway facilities within the city. Therefore, per the CMP, any project meeting the CMP threshold of 250 two-way peak hour trips that is expected to add at least 50 two-way peak hour trips to a State highway facility must prepare a TIA report for both City and Caltrans review.

  • Projects generating between 100 and 249 two-way peak hour trips: A traffic impact analysis is required, but the extent of the analysis will be lesser.
  • Projects generating between 50 and 100 two-way peak hour trips: A focused traffic analysis is required.
  • Projects generating fewer than 50 peak hour trips: A traffic analysis is not required, and a trip generation memo will be considered sufficient unless the City has specific concerns related to project access and interaction with adjacent intersections.
