Suggested Measures for Construction Phase Analysis of Site Access Studies in Los Angeles

Los Angeles County Traffic Study Guidelines Section 4.2.5. - Recommended Actions

Potential corrective measures for addressing project construction constraints may include, but are not limited to:

  • Implementing a traffic management plan, including traffic control plans,
  • Consulting with Public Works if temporary lane closures are necessary to stage equipment in the public right-of-way,
  • Modifying construction procedures,
  • Limiting major road obstructions to off-peak hours,
  • Coordinating with emergency services and public transit providers,
  • Providing alternative vehicular, bicycle, and/or pedestrian access to affected parcels. Consult with Public Works if temporary lane closures are needed to maintain adequate pedestrian and bicycle access as part of the traffic management plan,
  • Coordinating access with adjacent property owners and tenants,
  • Coordinating with transit agencies to maintain ADA access to transit stations, stops, and facilities (e.g., layover zones),
  • Coordinating with transit providers regarding the need to temporarily close or relocate bus stops or reroute service.
