A project's Transportation Impact Study (TIS) should evaluate site access and safety around the project area and on adjacent streets. The recommended analyses, based on previous TIS Guidelines, are outlined below.
Site Access Analysis
The following analyses are recommended to improve project access circulation and limit driveways and local street access on arterial streets:
a) Intersection Sight Distance: Ensure all on-site intersections and project access driveways or streets to public roadways provide adequate sight distance, determined using the Caltrans Highway Design Manual.
b) Driveway Length and Gated Entrance: Primary project driveways should have a throat of sufficient length to allow vehicles to enter the project area without causing subsequent vehicles to back out onto the County street system. A turnaround should be provided at all gated entrances.
c) Limit Driveway Impacts: Minimize the impact on arterial streets by limiting driveways and local street access. Driveways should be positioned to maintain a reasonable distance from adjacent intersections and/or driveways, and wherever possible, should be consolidated with adjacent properties.
d) Corner Clearance: Ensure driveways are sufficiently distant from signalized intersections so that right-turn egress movements do not interfere with the right-turn queue at the intersection. Additionally, provide enough distance for right-turn egress movements to enter the left-turn pocket at the adjacent intersection.
e) Right Turn Lanes at Driveways: If the project's right-turn peak hour volume is 50 or more vehicles, consider a right-turn deceleration lane at driveways accessing major arterial and secondary streets. The length of the right-turn lane should be sufficient to allow a vehicle traveling at the posted speed to decelerate before entering the driveway, as outlined in the Caltrans Highway Design Manual.
