Screening Criteria for Residential Street Cut-Through Analysis: Land Use Development

A project should meet the following criteria in order to get qualified for further analysis. That way, assessing whether a project negatively affects any residential street is easier. So, a project should meet these criteria:

  • Should generate an increase of 250 or more for daily trips
  • The land use project should include any discretionary action under review by the department of city planning Besides, while selecting residential street segments for development projects, these conditions should be present accordingly:
  • The project should be located along the congested Boulevard or Avenue. It should add trips that lead to trip diversion to the parallel routes along any local residential street. The Avenue or Boulevard’s congestion level might get determined depending on estimated peak hours under the project conditions of any study intersection
  • Furthermore, a project should add a considerable amount of traffic to a congested Boulevard(s), Collector(s), or Avenue(s) that potentially causes a change to any alternative route(s)
  • Nearby local residential streets should offer motorists viable routes as an alternative. Note that a viable alternative route is parallel & reasonably adjacent to any primary route. It makes it attractive to a primary route.

LADOT can now define which routes are viable and which are not, depending on features like the presence of traffic control devices and geography.

For screening for vehicle trips, any proposed project’s vehicle trips must get estimated via the VMT Calculator tool. If the existing land uses are on any project site or previously terminated land uses meet the criteria for trip credits in a trip generation methodology, the vehicle trips by qualified or existing terminated land uses might get estimated via a VMT Calculator tool.
