In that case, the answer is yes. Besides screening questions as mentioned above, further examinations are required to assess whether the project results in impacts because of queuing from the freeway off-ramp, leading to unsafe travel speeds. So, one needs to assess the following questions:
- Whether or not the land use project includes the discretionary action under review by the City Planning department
- Whether the project generates a net increase of more or equal to 250 vehicle trips
- Whether the project use add 25 or more trips to the off-ramp in either the afternoon or morning peak hour
