Los Angeles County Traffic Study Guidelines Section 4.3.2.1. - Development Projects
Further analysis may be required if the answer is yes to the following questions, to evaluate potential negative impacts on residential streets:
- Is the project required to submit a Transportation Impact Analysis?
- Does the development project involve a discretionary action subject to review by the Department of Regional Planning?
Additionally, for development projects meeting all of the following conditions, specific local residential street segments should be selected for analysis during the transportation assessment scoping process:
- The project is located along a current Limited Secondary, Secondary, Major, Parkway, or Expressway as per the County’s General Plan, and the study intersections under project build-out conditions operate at a peak hour LOS E or LOS F.
- Based on connectivity to the roadway network, the project has the potential to increase vehicle traffic on alternative local residential street routes during peak hours.
- Alternative local residential street routes (defined as local streets passing through residential neighborhoods as designated in the County’s General Plan) offer motorists a feasible alternative route. A feasible alternative local residential street route is defined as one that is parallel and reasonably close to the primary route, making it attractive as an alternative. The project applicant, in consultation with Public Works, shall determine which routes qualify as viable alternatives, considering factors such as geography, existing traffic control devices, and other criteria established by Public Works.
For the screening of daily vehicle trips, the project’s estimated daily vehicle trips should be calculated using the most recent edition of the ITE Trip Generation Manual. If the proposed land use of the project is not listed in the ITE Trip Generation Manual, a trip generation study must be submitted to Public Works for review and approval.
