Screening Criteria and Active Transportation Review for the project in City of Pasadena

Local Mobility Analysis

The Local Mobility Analysis outlines the procedures for evaluating the impact of development projects on transportation in Pasadena, emphasizing that, per PRC Section 21099, vehicular delay and congestion are not considered significant environmental impacts under CEQA; however, projects may still be assessed for their effects on local mobility, including active transportation, traffic operations, and circulation.

3.1. Screening Criteria

Development projects that meet any of the following conditions will require a Local Mobility Analysis:

  • Propose more than 10 net new residential units.
  • Propose more than 10,000 net new non-residential square feet.
  • Result in a net increase of 110 or more daily vehicle trips. The Director of Transportation may also require analysis for projects that do not meet these criteria.

3.2. Active Transportation Review

The Active Transportation Review assesses how proposed projects affect local pedestrian, bicycle, and transit networks. It includes:

  • Inventory of Infrastructure and Demand Generators: An inventory within a 0.25-mile radius of the project site must include existing and planned pedestrian, bicycle, and transit facilities, noting any that are missing or in poor condition, along with destinations that may generate active transportation trips.
  • Assessment Criteria: A project negatively impacts the active transportation network if it removes or degrades existing infrastructure or increases demand on substandard facilities.
  • Improvement Measures: If negative effects are identified, improvement measures should aim to enhance the active transportation network, guided by existing City design guidelines.

These analyses ensure that transportation impacts of new development are considered, promoting a more integrated and efficient transportation network in Pasadena.
