San Bernardino County Fee Plans
The study should indicate whether the proposed project is subject to any of the adopted fee plans in the County’s unincorporated areas. Further information can be found on the website http://www.sbcounty.gov/dpw/transportation/transportation_planning.asp.
Proportional Share Contributions
For improvements that are necessary but for which the applicant is not solely responsible, a fair share computation should be calculated and reported for each required mitigation. The fair share amount should be determined using the following formula:
Fair share=project tripsproject trips+future development trips×100%\text{Fair share} = \frac{\text{project trips}}{\text{project trips} + \text{future development trips}} \times 100\%Fair share=project trips+future development tripsproject trips×100%
The trips referenced above should correspond to the peak hour during which the impact occurs for intersection assessments or daily trips for roadway segment impacts. If a project has impacts during multiple peak hours, the analysis should identify the peak hour for fair share assessment that represents the highest project burden for contribution.
