Safety and Operation Improvement Analysis for the project in San Bernardino

The Transportation Impact Study (TIS) should evaluate opening year roadway conditions to determine if safety and operational improvements are necessary due to increased traffic from the project or cumulative projects. The following improvements should be analyzed:

a) Addition of Through Lanes, Right Turn Lanes, and Left Turn Lanes: Evaluate the need for additional lanes to accommodate increased traffic flow.

b) Left and/or Right Turn Lane Pocket Length (Queue Length): Assess whether the lengths of turn pockets are sufficient for projected queue lengths.

c) Bus Turnouts: Coordinate potential bus stop locations on arterial streets adjacent to the proposed project site with local transit agencies. Review the appropriateness of bus turnouts at each identified bus stop location.

d) Intersection Geometrics: For projects generating heavy vehicle traffic, review intersections along the routes to and from the site to ensure they are appropriately designed to accommodate the addition of heavy vehicles (e.g., curb returns and geometrics that can handle turning trucks).

e) Parking Restrictions on Adjacent Streets: Consider implementing parking restrictions on streets adjacent to the project site to improve traffic flow and safety.

f) Free Right Turn Lane: Consider a free right turn lane when right turn volumes exceed 300 vehicles per hour.

g) Traffic Signal Coordination: For new or modified traffic signals, the Traffic Division should consider requiring signal coordination timing plans and, under certain conditions, traffic simulation based on the latest Highway Capacity Manual. The traffic simulation and coordination timing plan should include signalized intersections as identified by the Traffic Division. A copy of any software program files used to develop these plans should be available to the Traffic Division for review.

h) Bicycle Circulation: Identify and implement bike lane facilities adjacent to the project site in accordance with the County’s Bicycle Master Plan.
