Report Outline for a Comprehensive Transportation Impact Study (TIA)
This chapter outlines the typical requirements for a Comprehensive Transportation Impact Study report, while a Traffic Impact Brief and Safety Plan will only include selected sections as indicated in Table 2.2. Appendix B provides a more concise outline for the Traffic Impact Brief.
3.1 Executive Summary
- Summarize the proposed development, including its location, statistics, phasing, and land use types.
- Outline the study process, key findings, recommendations, and an implementation plan.
3.2 Introduction
- Describe the applicant and site location with a corresponding map.
- Specify the type of application and scope of work, along with a summary of pre-consultation comments from the County or other agencies.
3.3 Development Description
- Provide a scale plan of the development, including municipal address, existing land uses, proposed land uses, total building size, building location, expected vehicle types, planned phasing, access points, parking supply, and loading spaces.
3.4 Study Area
- Define the study area using maps and text, ensuring it includes all affected County, Local Municipal/Township, and MTO roads.
- Analyze roads, ramps, and intersections where site traffic comprises at least 5% of existing capacity.
3.5 Analysis Periods
- Identify analysis periods based on trip generation characteristics and existing traffic conditions, including AM and PM peak hours and any relevant weekend or site-specific peaks.
3.6 Existing Transportation Network
- Characteristics: Describe the existing transportation system, including roads, intersections, entrances, on-street parking, pedestrian and bicycle networks.
- Existing Traffic Operations: Summarize existing traffic volumes, turning movements, and analyze current intersection operations, providing data on v/c ratios, levels of service, and delays.
