2.0 PURPOSE
To thoroughly assess the transportation impacts of proposed developments, two separate Traffic Impact Analysis (TIA) reports must be prepared. Each report serves a specific purpose, ensuring compliance with environmental and planning requirements while maintaining traffic efficiency and safety within the City.
Report No. 1: CEQA Analysis
The first report focuses on evaluating the project's impact on Vehicle Miles Traveled (VMT), as required under the California Environmental Quality Act (CEQA). The purpose of this analysis is to determine whether the proposed development will result in an increase in VMT compared to the City's existing baseline. Key considerations include:
- VMT Impact Evaluation: Will the project cause a significant increase in VMT beyond the current baseline for the City?
- Mitigation Strategies: If the project is found to increase VMT, what measures can be implemented to reduce or offset these impacts? Possible mitigation strategies may include enhancements to public transportation, improved pedestrian and bicycle infrastructure, implementation of Transportation Demand Management (TDM) programs, or modifications to land use to promote more efficient travel patterns.
This report is crucial in assessing the project’s environmental impact and determining the feasibility of mitigation efforts to ensure compliance with CEQA regulations.
Report No. 2: General Plan Consistency Analysis
The second report evaluates whether the proposed development aligns with the General Plan’s transportation goals and policies, specifically focusing on maintaining an acceptable Level of Service (LOS) at affected intersections and roadways. The analysis differs based on project type:

Subdivisions, Design Review, Conditional Use Permits, and Similar Developments:
- Will the proposed project maintain the LOS standards established in the City’s General Plan at all impacted intersections?
- If the project degrades LOS beyond acceptable thresholds, what conditions of approval or design modifications will be necessary to maintain efficient traffic flow?
- Are the required improvements feasible in terms of cost, space, and practicality?
- Will the project lead to traffic congestion or safety concerns both on-site and on surrounding roadways?

General Plan Amendments and Specific Plans:
- Can the ultimate circulation system envisioned in the General Plan support the anticipated traffic demand generated by the proposed land use changes?
- If traffic capacity will be exceeded, what infrastructure improvements, modifications, or project conditions are needed to ensure adequate service levels?
This report ensures that new developments integrate smoothly into the City’s existing and planned roadway network, preserving traffic efficiency, accessibility, and safety.
