In August 2019, the Los Angeles Department of Transportation (LADOT) released a revised version of the Transportation Analysis Guidelines (TAG) to meet the requirements of Senate Bill 743 to conduct traffic study in Los Angeles. The update incorporated proposed changes to the California Environmental Quality Act (CEQA) guidelines by the Governor's Office of Planning and Research (OPR), along with additional guidance provided in OPR's Technical Advisory. Furthermore, the revised TAG aligned with and implemented the updated CEQA Thresholds Guide of the City of Los Angeles.
During the development of this version of the TAG, the City also made updates to its Travel Demand Forecasting (TDF) Model and transportation impact thresholds. These updates were aimed at ensuring consistency with the vehicle miles traveled (VMT) impact methodology. The latest version of the TAG further refines and clarifies the analysis methodologies that were introduced in the previous update back in August 2019.
