Los Angeles County Traffic Study Guidelines Section 3.2.1. - Introduction

Transportation projects that increase vehicular capacity can lead to additional travel on the roadway network, including induced vehicle travel due to factors such as increased speeds and induced growth. To ensure consistency across transportation projects and align with the County’s sustainability goals, the screening criteria for transportation impacts are based on the following question:

For a transportation project, would the project conflict with or be inconsistent with CEQA Guidelines section 15064.3, subdivision (b)(2)?

The aim is to assess whether a transportation project significantly induces additional vehicle miles traveled (VMT). The following screening and impact criteria are designed to guide the determination of whether a Transportation Impact Analysis is necessary and whether a project generates a significant transportation impact. These criteria will be considered on a project-by-project basis as approved by Public Works
