Overall Steps for Preparing a Transportation Impact Analysis
Step 1: Project Memo
- Inform Public Works: Notify Los Angeles Public Works that a new Transportation Impact Analysis (TIA) is being prepared.
- Project Description: Provide a general description including:
- Size (square footage per use and/or number of dwelling units)
- Uses (residential, commercial, etc.)
- Phased construction details
- Unusual conditions
- Building address, Assessor’s parcel number, and project title
- Project Site Plan: Submit a detailed site plan highlighting:
- Driveway or access locations
- Loading/unloading areas
- Parking design and circulation
- Early Consultation: Contact Public Works Land Development Division and Traffic Safety and Mobility Division for requirements on driveway width and internal circulation to avoid last-minute design changes.
Step 2: Other Agency Contacts
- Consultation: Engage with other relevant agencies or adjacent jurisdictions (e.g., Caltrans, neighboring cities, transit agencies) affected by site access and travel demands.
- Address Concerns: Ensure transportation-related concerns of these agencies are addressed in the TIA.
- Written Confirmation: Obtain and provide written confirmation from affected agencies, especially if evaluating intersections in adjacent jurisdictions.
Step 3: Scoping Document
- Preparation: Develop a Scoping Document detailing the assumptions and parameters for the TIA.
- Submission: Submit the Scoping Document through the EPIC-LA portal.
- Incorporate Requirements: Include analysis requirements from other jurisdictions identified in Step 2.
Step 4: Data Collection
- Gather Data: Collect necessary qualitative and quantitative data to support the TIA analyses.
- Traffic Count Data: Ensure traffic count data is collected per the standards and methods in the Transportation Impact Analysis Guidelines.
Step 5: Transportation Impact Analysis Submittal
- Complete TIA: Prepare the completed TIA document.
- Submission: Submit the TIA to Public Works via the EPIC-LA portal.
- Documentation: Ensure all TIA submittals are dated and timestamped.
Step 6: Transportation Impact Analysis Confirmation of Findings Letter
- Review and Approval: Public Works will review and approve the TIA.
- Confirmation Letter: After approval and fee submission, Public Works will issue a TIA Confirmation of Findings Letter summarizing the findings and project requirements.
- Additional Fees: Note that additional fees/deposits may be required for findings and requirements of additional project alternatives if requested by the applicant.
Step 7: Mitigation and Monitoring
- Responsibility: The project applicant may need to report and monitor mitigation measures and corrective actions.
- TDM Measures: Reporting and monitoring of Transportation Demand Management (TDM) measures to improve mobility options at and around the project site may also be required.
- Details in Confirmation Letter: The specifics of these requirements will be outlined in the TIA Confirmation of Findings Letter.
