4.5. Other Site Access Analysis Requirements

This category involves the evaluation of project driveways, parking, curb space allocation, and safety considerations. If the answer is yes to any of the following questions or if the Public Works Department staff identifies the need based on other engineering considerations, further site access analysis may be required:

  • Would the project uses require vehicles to queue on-site?
  • Would the project include or interfere with intermittent events at adjacent locations which may exceed the supply of on-site parking?

4.5.1. Methodology and Considerations to Evaluate Driveways, Parking, Curb Space Allocation, and Safety

The project's Scoping Document shall describe the assumptions and parameters to be included in the other site access analysis requirements. The additional site access studies required may include the following:

  • Site access requirements for vehicular queueing using traffic queueing analysis
  • Site access requirements for land use projects with intermittent events or adjacent to venues with intermittent events that will exceed the supply of on-site parking. A Traffic Event Management Study with Project conditions would be required.
  • Review of site access and on-site circulation for vehicles, heavy vehicles, bicyclists, and pedestrians, and identification of issues that need to be addressed. Consideration of the location of the driveway to avoid unsafe conflicts between pedestrians, bicyclists, and autos may or may not be involved. Where bicycle facilities and sidewalks cross driveways, best practices must be followed to ensure safe overall operations
  • Coordination with the Public Works Department whenever removal of on-street parking spaces is proposed, including determining the loss of parking revenue associated with the removal of any parking meters because of the project
  • Requirements for shared parking and valet parking shall be followed based on established requirements and guidelines in consultation with the Planning Division and Public Works Department
  • Coordination with the Public Works Department to ensure that curb space is managed appropriately between passenger and commercial loading and parking, bus stop facilities, specified TNC loading, and bike and other alternative transportation mode parking while maintaining visibility/sight distance at driveways
  • All on-site intersections, project access driveways, or streets to public driveways should provide adequate sight distance consistent with the MUTCD (including CA Supplement) and/or Caltrans Design Manual. Adequate sight distance should be determined in consultation with the Public Works Department
  • All project driveways shall be designed to include a sufficient throat length at the gated entrances to allow vehicles to enter the project site without causing vehicles to back out onto the City street system
  • Driveways should be located so as to maintain a reasonable distance from an adjacent intersection and/or driveway. Driveways and local streets access on arterial streets should be limited to minimize impacts on arterial streets
  • Determination if the project would affect a priority safety corridor in consultation with the Public Works Department. If the project causes an adverse effect, the applicant should coordinate with the Public Works Department to improve roadway safety at impacted locations for all users. The project should work with the Public Works Department to confirm that it does not inhibit or preclude future implementation of projects identified by the City in its Mobility Plan or other documents

4.5.2. Recommended Corrective Actions

The project should provide analysis of driveways relative to location, geometric design, sight distance, throat length, accessibility, and safety as noted above. The project should provide adequate pedestrian facilities, bicycle accessibility, accessibility from adjacent transit stops, and any other operational characteristics identified by the City.

4.6. Cross-jurisdictional Analysis

If a project affects locations in other jurisdictions, such as Caltrans, City of Los Angeles, Culver City, County of Los Angeles, City of Hawthorne, or any other adjacent cities, LA Metro, or other transit providers, coordination with that jurisdiction may be required. The Public Works Department will provide guidance to the project, as necessary.

4.7. Transportation Impact Fee Program

All development projects within the City of Inglewood shall pay the Transportation Impact Fee per the Master Fee Schedule - Transportation Impact Fees Resolution adopted by the City of Inglewood City Council on December 7, 2021.
