Need For Traffic Impact Analysis for the project for City of Banning, Riverside County

2.0 NEED FOR TRAFFIC IMPACT ANALYSIS

A Traffic Impact Analysis (TIA) may be necessary for either CEQA compliance, General Plan consistency, or both. Therefore, a TIA typically consists of two components: a Local Transportation Analysis (LTA) for ensuring General Plan consistency and a Vehicle Miles Traveled (VMT) analysis to satisfy CEQA requirements. The following criteria outline when an LTA, a VMT analysis, or both are required for a project:

2.1 NEED FOR A LOCAL TRANSPORTATION ANALYSIS

An LTA is not mandated for certain types of projects, such as local-serving developments or those with limited trip generation. The criteria for determining the need for an LTA are based on the project's forecasted peak hour trips:

  • Fewer than 50 peak hour trips: An LTA is not required. A trip generation memorandum will suffice unless City staff has concerns about traffic operations at the project driveways or nearby intersections.
  • Between 50 and 100 peak hour trips: A focused LTA is required, where only the project driveways and adjacent intersections need to be analyzed.
  • More than 100 peak hour trips: A full LTA is required.

Additionally, certain project types are exempt from requiring an LTA, including:

  • Plot plans and use cases for projects of one acre or less.
  • Local-serving preschools, elementary schools, and middle schools.
  • Local-serving churches, lodges, community centers, neighborhood parks, and community parks.
  • Congregate care facilities with significant services such as medical, dining, recreation, and support retail services.

However, the City reserves the right to request additional LOS-based traffic analysis under the following conditions:

  • The presence of an existing or potential safety concern.
  • The project's location in a sensitive area, environmentally or otherwise, or an area likely to generate public controversy.
  • Proximity to a substandard intersection or street.
  • The need for a focused study related to access or operational issues.
  • A request from an affected agency, such as Caltrans or an adjacent jurisdiction, if deemed reasonable and appropriate.
