Mitigating the impact of transportation projects under the California Environmental Quality Act (CEQA) Transportation Impact Analysis Process in Los Angeles

Los Angeles County Traffic Study Guidelines Section 3.2.5. – Mitigation

  • Mitigation measures aimed at reducing induced vehicle travel resulting from capacity increases could encompass, but are not limited to, the following actions:
  • Converting existing general-purpose lanes into HOV lanes, high-occupancy toll (HOT) lanes, toll lanes, or bus lanes to promote carpooling and support transit enhancements.
  • Implementing or funding off-site mobility improvements, such as establishing transportation management organizations (TMOs).
  • Deploying intelligent transportation systems (ITS) strategies to enhance passenger throughput on existing lanes. Additional measures beyond those listed above may also be considered if they contribute quantitatively to reducing the estimated vehicle miles traveled (VMT) of a project, provided substantial evidence supports their effectiveness.
