To mitigate VMT impacts for development projects, various transportation demand management (TDM) strategies can be implemented beyond those included in the project design. These strategies must be proven effective in reducing VMT and substantiated with evidence provided to Public Works. Examples of potential TDM strategies are listed in Table 3.1.5-1 below:

Additional TDM measures not listed may also be considered if they quantitatively reduce a project’s VMT estimate. Substantial evidence supporting their effectiveness must be provided to Public Works.
Other potential mitigations include:
- For single-use projects: Introducing compatible additional land uses to facilitate internal trip generation.
- For mixed-use projects: Modifying the land use mix to increase internal trip generation, reduce external trip generation, and better serve the local community.

Mitigation measures for VMT impacts in land use plans can include:
- Reallocation of Future Land Use Development: Increasing land use variety and density in transportation-efficient locations, such as proximity to jobs, housing, transit, and services.
- Enhancing the Public Transit System: Implementing measures to improve transit infrastructure and connections, including active transportation mode improvements, such as infrastructure enhancements, programs, or education and marketing.
- Reducing Reliance on Automobile Trips: Encouraging the use of transit and active transportation modes through various measures.
