Methodology for Analyzing Site Access During the Construction Phase in Los Angeles

 

Los Angeles County Traffic Study Guidelines Section 4.2.4 – Methodology

Outline the physical setting, including the classification of nearby streets and the conditions of on-street parking, including bicycle parking, in the area surrounding the construction project. Describe the land uses that may be affected by the construction and inventory existing transit lines, bus stops, transit stations, and transit facilities within a half-mile radius of the construction site. Review the proposed construction procedures and plans to assess if the construction activity within the street right-of-way would necessitate any of the following:

  • Closure of streets, sidewalks, or lanes,
  • Blocking existing vehicle, bicycle, or pedestrian access along a street or to parcels fronting the street,
  • Modification of access to transit stations, stops, or facilities during service hours,
  • Closure or relocation of an existing bus stop or rerouting of an existing bus line,
  • Creation of transportation hazards.

Compare the findings to the evaluation criteria to determine the level of impact.
