Los Angeles County Traffic Study Guidelines Section 4.3.3.1. - Development Projects
To assess future peak-hour "without project" traffic conditions at study intersections near the project site as identified in Section 4.1, intersection analysis methodologies will be employed. This includes projecting traffic growth to the study horizon year and incorporating traffic from related projects. Additionally, future "without project" daily traffic volumes for local residential streets within the analysis will be determined. This involves conducting daily traffic counts for these streets, applying an ambient growth rate up to the study horizon year, and factoring in traffic generated by related projects, as outlined in Section 4.1.
The methodologies detailed in Section 4.1 will be utilized to estimate both daily and peak-hour trip generation for the project and to distribute these trips across the street network. This forecasting will help predict the potential impact of project-related traffic on nearby congested highways. If nearby study intersections are projected to operate at Level of Service (LOS) E or F, the analysis will include:

Estimating the potential diversion of peak-hour project traffic away from congested facilities to local residential streets.

Estimating the potential shift of daily project traffic to local residential streets, taking into account lower congestion levels during non-peak hours compared to peak hours.
