3. LOCAL TRANSPORTATION ANALYSIS
A local transportation analysis evaluates the impacts of development projects on the surrounding circulation network, focusing on local access, safety, and operational efficiency. This analysis, separate from CEQA review, identifies necessary improvements if project traffic causes intersection levels of service (LOS) to exceed standards, creates safety hazards, or results in significant effects on circulation. For intersections, the City generally maintains an LOS D standard, with specific allowances for LOS E or worse in Downtown Dublin under certain conditions.
Smaller projects generating fewer than 50 peak-hour trips require only trip generation and distribution documentation. Larger projects exceeding this threshold must also provide operational analyses for designated study locations.
3.1. TRIP GENERATION AND DISTRIBUTION DOCUMENTATION
All development projects must include trip generation and distribution documentation, with the following components:
3.1.1. Identification of Potential Study Locations
Potential study locations should include:
- Project driveways
- Intersections adjacent to the project site
- Major collector or arterial intersections affected by project traffic
- Any additional locations specified by City staff.
3.1.2. Trip Generation
Trip generation estimates must adhere to these guidelines:
- Use the most current ITE Trip Generation Manual.
- Local trip generation rates may be accepted if validated.
- Reductions for mixed-use, pass-by, internal capture, and diverted trips must follow approved methodologies (e.g., ITE or NCHRP) and require City Traffic Engineer approval.
- All reductions are capped at the discretion of the City Traffic Engineer.
Trip generation data should be summarized in tables, detailing daily and peak-hour trips, inbound/outbound splits, rates, and sources.
3.1.3. Trip Distribution
Trip distribution and project trip assignment should rely on:
- Existing travel patterns and the relative proximity of complementary land uses, or
- Travel demand model select zone runs (with City consultation).
Figures must illustrate:
- Percentage of peak-hour traffic flows to/from various destinations.
- Peak-hour project-only trips at study intersections and driveways
