LADOT Transportation Assessment Steps

Upon receiving an application for discretionary action for a development project, the Los Angeles Department of Transportation (LADOT) will initiate an initial evaluation of the proposed development project to determine if a transportation assessment is necessary. A "Development Project" is defined as any proposed land use project that involves altering the use within an existing structure, constructing an addition to an existing structure, or new construction, that encompasses any occupied floor area. For transportation infrastructure projects that mandate a transportation analysis (e.g., lane reconfiguration, roadway enhancements, transit initiatives, etc.), please refer to Sections 2.3, 3.3, and 3.5 of these Guidelines for recommended transportation analysis methods.

The City mandates the preparation and submission of a transportation assessment for Development Projects or Transportation Projects that meet the following criteria:

  1. If the Development Project is projected to result in a net increase of 250 or more daily vehicle trips and necessitates discretionary action, a transportation assessment for a Development Project is mandatory.

  2. In cases where a Transportation Project is likely to either: (1) encourage additional vehicle travel by expanding vehicle capacity; or (2) reduce the capacity of through lanes on a street, provided that this reduction exceeds 750 vehicles per hour per lane for a minimum of two (2) consecutive hours within a 24-hour period after project completion, a transportation assessment is generally required.

  3. A transportation assessment is mandated by City ordinance or regulation.

The preparation of a transportation assessment involves an examination and forecast of impacts or deficiencies in the circulation system that may arise from Development or Transportation Projects. Additionally, it involves identifying feasible measures or corrective conditions to mitigate any identified impacts or deficiencies that result from a transportation assessment.

The criteria, guidelines, objectives, and standards provided herein are intended for use by the public, private consultants, and City personnel during the preparation and evaluation of transportation assessments within the City of Los Angeles. The development of a transportation assessment must adhere to the guidelines outlined herein and must be overseen and endorsed by a Professional Engineer registered in the State of California, specializing in either Traffic or Civil Engineering. Furthermore, the consultant engaged by a project applicant to complete the transportation assessment must possess an active and valid Los Angeles City Business Tax Registration Certificate.
