On September 27, 2013, Governor Jerry Brown signed Senate Bill (SB) 743 into law, initiating a transformation in how transportation impacts are assessed under the California Environmental Quality Act (CEQA). SB 743 moves away from evaluating transportation impacts using Level of Service (LOS), which focuses on traffic congestion, and introduces Vehicle Miles Traveled (VMT) as the new performance metric. This shift aims to reduce greenhouse gas (GHG) emissions, promote infill development, and enhance public health by encouraging active transportation. In response, the City of Lancaster is updating its transportation impact thresholds to comply with CEQA and provide guidance for transportation studies.
