1.0 Introduction

A Traffic Impact Analysis (TIA) evaluates the effects of traffic generated by a development project on the surrounding transportation network. It is a crucial tool for the City to assess how a development will impact the City’s transportation infrastructure, identify necessary improvements to maintain the City’s Level of Service (LOS) standards, and address Section XV (Transportation/Traffic) of Appendix G of the California Environmental Quality Act (CEQA) Guidelines. Additionally, a TIA aids the City in determining the timing of infrastructure improvements and assists in prioritizing infrastructure projects.

The City of Fontana, located in San Bernardino County, follows the San Bernardino Associated Governments (SANBAG) Congestion Management Plan (CMP). While these guidelines generally adhere to the SANBAG TIA Guidelines, they also incorporate new CEQA requirements and modify certain SANBAG TIA guidelines to reflect procedural changes due to the SANBAG Measure I Nexus Study. For instance, the approval of the Nexus Study eliminates the need for fair share calculations for programmed improvements, as well as the 5-mile limit stated in the SANBAG Nexus Study, in response to new CEQA rulings.

2.0 Purpose of the Guidelines

These TIA guidelines outline the key elements required for preparing TIA reports. The purpose of these guidelines is to establish a standardized process for preparing TIAs within the City, thereby reducing inconsistencies in analysis parameters and aiding in the subsequent preparation of environmental documents.
