1.0 INTRODUCTION
Senate Bill (SB) 743, signed into law in 2013 and effective statewide as of July 1, 2020, has fundamentally altered how transportation impacts are assessed under the California Environmental Quality Act (CEQA). Under SB 743, vehicle miles traveled (VMT) has replaced the traditional focus on auto delay and level of service (LOS) as the primary metric for determining transportation impacts within CEQA evaluations. Despite this shift, LOS remains a critical metric for evaluating consistency with a jurisdiction's General Plan requirements.
Historically, the City required projects to adhere to the County of Riverside’s Traffic Impact Analysis (TIA) guidelines when preparing traffic studies, which were grounded in LOS as the main criterion for assessing CEQA transportation impacts. In response to the updated CEQA guidelines, this document has been developed to provide guidance on the new framework for transportation analysis. It establishes distinct guidelines for conducting a LOS-based Local Transportation Analysis (LTA) to ensure compliance with the City’s General Plan, and for conducting VMT analysis in alignment with CEQA requirements.
