The California Environmental Quality Act (CEQA) Transportation Checklist includes four key questions to evaluate potential transportation impacts of a project. These questions assess whether the project: (a) conflicts with existing circulation systems, including transit, roadway, bicycle, and pedestrian facilities; (b) is inconsistent with CEQA Guidelines section 15064.3, subdivision (b), which pertains to Vehicle Miles Traveled (VMT); (c) introduces design hazards such as sharp curves or incompatible uses; or (d) results in inadequate emergency access. Following the passage of Senate Bill 743 (SB 743), VMT replaced Level of Service (LOS) as the metric for evaluating transportation impacts under CEQA.
In response to SB 743 and the discontinuation of the Los Angeles County Congestion Management Program (CMP), the City of Santa Fe Springs has created guidelines for preparing Transportation Impact Study (TIS) reports. These guidelines provide a standardized approach for analysis and evaluation, recommending that transportation professionals consult with City staff before initiating studies or collecting traffic data. The guidelines are divided into two sections: the first addresses regional VMT analysis, project screening, thresholds of significance, and mitigation options; the second focuses on Local Transportation Assessments (LTA), including both LOS analyses and multimodal evaluations to ensure consistency with the General Plan's goals for safe and efficient local transportation systems.
