The purpose of the Transportation Impact Analysis (TIA) Guidelines is to provide general instructions for analyzing the potential transportation impacts of proposed development projects (e.g., general plan amendments and zoning changes). These guidelines present the recommended format and methodology that should generally be utilized in the preparation of TIAs. These recommendations are based on City of Jurupa Valley General Plan Standards with updates to comply with the California Environmental Quality Act (CEQA) expectations prompted by Senate Bill 743 (SB 743).
These recommendations are general guidelines. The TIA requirements may be modified based on the unique characteristics of a particular project at the discretion of the Planning Director and the Director of Public Works. For transportation projects, the City of Jurupa Valley maintains Level of Service (LOS) as the preferred metric for determining local transportation impacts outside of CEQA review.
The City reserves the right to modify the TIA Guidelines requirements based on the unique characteristics of a particular project. Any person completing a Vehicle Miles Traveled (VMT) assessment should have sufficient background knowledge of SB 743 requirements and travel demand forecasting models to update the information as needed to complete an accurate assessment.
