CEQA Analysis Requirements

3.0 Introduction

Since the updated CEQA Guidelines were certified and adopted by the California Natural Resources Agency, the Public Works Department recognizes the need to provide information based on the assessment of vehicle miles traveled (VMT), thresholds of significance, and mitigation measures for development projects and land use plans in accordance with the amended Appendix G question below:

  • For a development project, would the project conflict or be inconsistent with CEQA Guidelines section 15064.3, subdivision (b)(1)?

The intent of this question for development projects is to assess whether a proposed project or plan adequately reduces total VMT. The Public Works Department provides the following guidance regarding screening and impact criteria to address this question. The following screening criteria and impact criteria are only meant to serve as guidance for projects to determine whether a TIA Study should be performed, and the criteria to determine if a project generates a significant transportation impact. The criteria shall be determined on a project-by-project basis as approved by the Public Works Department.

The following three main considerations should be addressed:

  1. Consistency with Plans, Programs, Ordinances or Policies
  2. Vehicle Miles Traveled (VMT) Assessment
  3. Substantially Increase Hazards Due to Geometric Design Feature or Incompatible Use

A description of each of these considerations is provided in the following sections.

3.1 Consistency with Plans, Programs, Ordinances or Policies

The key question to be answered by the project is: "Would the project conflict with a plan, program, ordinance, or policy addressing the circulation system, including transit, roadways, bicycle, and pedestrian facilities?"

The City of Inglewood has prepared and adopted many plans, programs, ordinances, or policies that establish the framework for transportation planning involving all travel modes. These policies have overall goals to provide a safe, accessible, and sustainable transportation infrastructure for all users.

The various City plans and policies that should be reviewed for consistency include but are not limited to those listed in Table 3.1-1. These documents are subject to revision over time, and new plans and programs may be adopted that are relevant to this threshold. The Public Works Department and Planning Division will periodically revise this list to ensure that it reflects the current priorities relative to safety and performance of the transportation system. The project should consult this list to identify potential conflicts with plans, programs, ordinances, or policies in the CEQA impacts analysis.

Generally, the City's transportation policies or standards that protect the environment are outlined to support multi-modal transportation options resulting in a reduction of VMTs. A project would not specifically be shown to result in an impact by virtue of not implementing a plan, program, ordinance, or policy as a whole, since many of these are implemented by the City over time and over a broader area. The intention of this threshold is to ensure that proposed development projects and plans do not preclude the City from implementing these plans, programs, ordinances, or policies. The project should coordinate with the City to ensure compliance with the City's current list of plans, programs, ordinances, or policies.
