Los Angeles County Traffic Study Guidelines Section 4.2.2. - Screening Criteria
Further analysis will be required to assess if the project could negatively affect existing pedestrian, bicycle, transit, or vehicle circulation if the answer is yes to any of the following questions:
- For projects requiring construction activities within the right-of-way of a highway, will it be necessary to close any temporary lanes, alleys, or streets for more than one day, including day, evening, and overnight closures on residential streets?
- For projects requiring construction activities within the right-of-way of a local street, will it be necessary to temporarily close any lanes, alleys, or streets for more than seven days, including day, evening, and overnight closures on residential streets?
- Will in-street construction activities result in the loss of any vehicle, bicycle, or pedestrian access, including the loss of existing bicycle parking to an existing land use for more than one day, including day, evening, and overnight closures if access is lost to residential units?
- Will in-street construction activities result in the loss of any ADA access to an existing transit station, stop, or facility (e.g., layover zone)?
- Will in-street construction activities restrict access to any bus stops for more than one day, or necessitate the rerouting of a bus route?
- Will project construction interfere with pedestrian, bicycle, transit, or vehicle circulation and accessibility to adjoining areas?
Further analysis may determine that a project construction analysis is required as determined by Public Works.
