Background Information

In 2013, Senate Bill 743 (SB 743) initiated a significant shift in how transportation impacts are assessed. The bill directed the California Office of Planning and Research (OPR) to develop new metrics for evaluating transportation impacts, moving away from traditional measures like Level of Service (LOS). In December 2018, OPR finalized guidelines recommending Vehicle Miles Traveled (VMT) as the preferred metric under CEQA, marking a departure from congestion-based evaluations. By July 2020, all agencies were required to adopt VMT as the primary transportation metric.

To support local agencies in transitioning to VMT analysis, the San Gabriel Valley Council of Governments (SGVCOG) conducted an SB 743 Implementation Study, which explored methodologies, thresholds, and mitigation strategies for VMT analysis. The City of San Dimas adopted these findings to create its own VMT thresholds and methodologies in line with CEQA guidelines.

CEQA Changes

SB 743's main objective is to eliminate the use of auto delay, LOS, and similar measures of vehicular capacity as the primary basis for identifying significant transportation impacts under CEQA. The intention is to promote more sustainable development by encouraging infill development, active transportation, and reducing greenhouse gas emissions. The legislation also allows cities and counties to opt out of LOS standards in areas governed by Congestion Management Plans (CMPs).

Vehicle Level of Service (LOS) Policy

Despite the shift to VMT for CEQA purposes, the City of San Dimas continues to apply LOS standards for discretionary land use and transportation projects. These guidelines provide instructions for conducting LOS analysis consistent with the City's infrastructure goals and policy requirements. Although LOS no longer determines CEQA significance, it remains relevant for broader transportation planning and congestion management strategies.
