Los Angeles County Traffic Study Guidelines Section 3.2.3. – Impact Criteria
A project is considered to have a potentially significant VMT impact if it meets the criteria outlined below. These impact criteria, which may be used as thresholds for determining significance, are based on guidance published by the OPR. However, their applicability to a specific project must be justified with substantial evidence and is not automatically presumed to be appropriate.
The project will increase the project area VMT, as measurable by the SCAG RTP/SCS base year Travel Demand Forecasting Model plus an induced travel elasticity factor per lane mile.
