This section outlines additional analyses and documentation that must be included in Traffic Impact Studies (TIS) for projects within the City of Henderson. These requirements ensure consistency, transparency, and comprehensive planning for all new developments and updates.

13. Cost Participation Analysis / Critical Lane Analysis

Cost participation estimates are a key component of the TIS. For multilane facilities, critical lane volume calculations should assume 66.6% utilization for two-lane facilities and 50% for facilities with three or more lanes. For dual turn lanes (left or right), use 55.5%. The critical lane volume is 1,200 vehicles per hour for standard intersections and 1,140 vehicles per hour for T-intersections.

Estimated construction costs, which are subject to change, are currently $275,000 for signals at City roadways and $300,000 for those on State roadways. If projected left-turn volumes exceed 300 vehicles per hour, dual left-turn lanes may be required. Participation for these is calculated using a 300-vehicle capacity, and the associated cost is approximately $150,000.

Right-turn lanes may be required at driveways accessing Major Collector or higher classification roadways. Specifically, right-turn lanes are necessary if 100 or more entering vehicles are projected during the peak hour. For industrial and warehousing uses, right-turn lane requirements will be determined case-by-case in coordination with City staff. The cost estimate for right-turn lanes is also approximately $150,000, using a 150-vehicle hourly capacity for participation estimates.

When projects are phased, the study must clearly indicate the required improvements and participation amounts for each phase. All calculations must be based on existing lane configurations or improvements committed to by the developer.

14. Traffic Crash Analysis

Crash data must be obtained from the Henderson Police Department. A minimum of three years of crash history should be analyzed at all intersections, mid-block segments, and median openings specified in the TIS scope. The study must include the total number of crashes and compute crash rates. For roadway segments, crash rates must be expressed per million vehicle miles traveled (VMT), and for intersections, per million entering vehicles.

15. Required Figures in the TIS

The following diagrams and figures must be included in the TIS:

  • Vicinity map

  • Site plan map

  • Directional distribution diagram

  • Existing traffic volumes

  • Peak hour site traffic volumes

  • Future background traffic volumes (without the project)

  • Future volumes including site traffic

  • Existing and proposed intersection geometry and traffic controls

  • School walking routes (for residential developments)

  • Aerial photograph overlaid with site plan or project boundary

  • Time-space diagrams for coordinated signals (if applicable)

16. Additional Study Components

A complete TIS must include:

  • A signed TIS Scoping Checklist

  • Any relevant Planning Commission or City Council conditions

  • Full site plans that identify buildings with labeled square footages, drive aisles, adjacent and opposing driveways, gated entries, medians, right-of-way boundaries, and labeled public/private streets

  • A completed TIS Submittal Form

  • If applicable, a Statement of Conformance with NDOT’s Access Management System and Standards (see https://www.dot.nv.gov/doing-business/documents-and-publications)

  • Any supplemental exhibits or figures as required by the scoping letter

17. Submittal Fees

Submittal fees are due at the time of the initial TIS submission. Refer to “Table J: Public Works Permits, Study, and Review Fees” on the City of Henderson’s Development Services website: https://www.cityofhenderson.com/government/departments/development-services-center/fees-schedules.

18. Traffic Impact Study Updates

A TIS update is required when subsequent project phases are developed, regardless of the additional trip generation. Updates are generally required if:

  • More than two years have passed since the last study or update

  • There have been significant changes to traffic conditions within the study area

The update must reassess cost participation and infrastructure improvements based on the phase being built.

19. Master Transportation Plan Amendments and Vacation Studies

Amendments to the City’s Master Transportation Plan fall into three categories:

  • Legislative amendments involve changes in public policy or large-scale map revisions and typically impact numerous property owners. These require a vacation study.

  • Quasi-judicial amendments affect only the subject property or nearby parcels and usually also require a vacation study.

  • Minor adjustments affect a single property and may not require a vacation study. An example is a small street alignment shift that doesn’t impact roadway functionality.

The Director of Public Works or their designee will determine the appropriate classification of the amendment.
