Study Contents and Organization
Every Transportation Impact Analysis (TIA) should follow a consistent structure and include key elements to ensure clarity, completeness, and compliance with the City and County of Honolulu’s policies. The scope and depth of the study will be determined during the scoping process and defined in the scoping memorandum. The TIA should also include references to other applicable traffic studies or planning documents.

In general, a complete TIA will be organized into the following sections:

5.1 Project Background, Description, and Study Area
This section provides context and foundational project details, including:
A. Table of Contents

B. Project Background

Site Location: Exact location and cross streets.

Application Information: Project sponsor, case number, and any previous related applications.

Project Proposal: A concise description of the development proposal.

Design Statement: Explanation of how the project aligns with Complete Streets principles and sustainable mobility goals.
C. Project Description

Site Plan: Layout including address, cross streets, tax map keys, parcel outlines, and land use details.

Land Use Summary: Total gross square footage for each land use, and existing vs. proposed uses.

Unit Count: Number of units and bedrooms for residential, hotel, or mixed-use projects.

Parking: Number of existing and proposed motor vehicle and bicycle parking spaces, and changes to on-street or off-street parking.

Loading: Details of freight loading spaces and any changes to on-street or off-street loading zones.

Public Right-of-Way Usage: Proposed changes or use of public space (e.g., sidewalk widening, lane changes, air rights).

E. Project Study Area
A detailed description and justification of the study area must be included. It should cover:

Priority Networks: Identification of pedestrian, bike, and transit priority networks using the Complete Streets Design Manual, Oahu Bike Plan, and Pedestrian Plans.

Street Access: Description of vehicular access routes, including nearby freeways, on-ramps, and designated bikeways.
