Traffic Impact Study Scope and Trip Generation Analysis Guidelines – City of Henderson

All new development projects and updates, regardless of the anticipated trip generation, must submit a Traffic Impact Study (TIS) scope request to the City of Henderson. This requirement ensures that transportation impacts are properly assessed and mitigated. As a general rule, one intersection must be analyzed for every 100 peak hour trips generated by the project. For developments expected to generate fewer than 100 peak hour trips, the analysis of at least one intersection is still required. It’s important to note that the calculation of peak hour trips for scoping purposes must be done without any pass-by trip reductions. Depending on the specific location, surrounding infrastructure, and nature of the proposed development, the City may require additional intersections to be included in the scope.

To initiate the process, applicants must email their scope request to the Public Works Traffic Engineering Division at pwtrafscope@cityofhenderson.com.

Each scope request must include the following items:

  • Trip generation volumes for the proposed development.

  • A vicinity map showing the project location within the surrounding context.

  • A site plan, which must be detailed and include the following elements: a north arrow, locations of existing and proposed driveways, driveways on adjacent and opposite properties, roadway medians, internal drive aisles, building footprints labeled with square footage, names of the nearest adjacent streets, and Assessor’s Parcel Numbers (APNs) for the project parcels.

A preliminary trip distribution diagram is optional unless otherwise specified by the City. However, applicants are strongly encouraged to submit an early trip distribution for review. This early review helps streamline the TIS approval process and minimizes the number of required review cycles.

For smaller developments expected to generate up to 100 peak hour trips, a Trip Generation Analysis (TGA) is typically required in lieu of a full TIS. A TGA may include several components, depending on the type of development. These may consist of a basic trip generation summary, school walking path analysis (for residential developments), pedestrian accessibility analysis (for commercial developments), emergency response time evaluations, and any applicable cost participation requirements for infrastructure improvements.
