Before filing an application with Land Use Services, applicants should obtain and complete a scoping form from either Land Use Services or the Traffic Division. This form should then be submitted to the Department of Public Works at the Land Use Office or Traffic Division, where the Traffic Division will determine the need for and type of TIS required.
If a TIS is necessary, the applicant must engage a qualified registered Traffic Engineer or a registered Civil Engineer with traffic engineering experience to finalize a scoping agreement that will guide the TIS. Submitting studies for review without an approved scoping agreement may result in significant revisions and increased review costs charged to the applicant by the Department. The scoping agreement, initially agreed upon by the County and the engineer, may need amendments during the process due to project changes, received input, or other factors necessitating scope adjustments.
The completed TIS should be submitted at the time of application filing with Land Use Services, and approval of the TIS must be obtained before the proposed project can be approved.
