IV. CEQA Safety Analysis
Projects requiring a CEQA transportation safety analysis must address the following elements:
A. Site Analysis and Circulation
An evaluation of the project’s site access and circulation must review design features affecting local traffic safety, including:
- Access Points and Driveways: Location, design, and spacing based on sight distances.
- Vehicle Queuing: Analysis of vehicle queues entering and exiting the site, including recommendations for driveway lane configurations.
- Internal Circulation and Parking: Review of site layout for smooth traffic flow and parking functionality.
- Service and Docking Plans: Assessment of loading zones or bays for truck deliveries.
- Parking Design: Compliance with applicable standards.
- Pedestrian and Bicycle Circulation:
- Connections between the street and site.
- Safe circulation within on-site parking lots.
- Conformance with BMC 10-1-2301 Transportation Demand Management Ordinance.
- Compliance with City of Burbank parking and access standards, including ADA requirements.
All site plans must receive approval from the Community Development Department, and access points to public streets require approval from the Public Works Department.
B. Freeway Queuing Analysis
Projects that add 25 or more AM or PM peak hour trips to a Caltrans off-ramp must include a Caltrans Freeway Queuing Analysis to demonstrate that the project does not create unsafe vehicle queuing conditions on Caltrans facilities. The analysis may follow the LADOT Transportation Assessments Interim Guidance for Freeway Safety Analysis, as accepted by the City.
