CEQA Evaluation - VMT Analysis
A significant aspect of SB 743, enacted in 2013, is the removal of automobile delay and level of service (LOS) as the exclusive criteria for assessing CEQA impacts. The latest CEQA guidelines, issued in December 2018, propose using Vehicle Miles Traveled (VMT) as the preferred metric for evaluating project transportation impacts. Nevertheless, SB 743 does not prohibit cities or counties from continuing to assess delay or LOS within other plans (e.g., general plan), studies, or ongoing network monitoring.
The recommendations provide guidance for establishing VMT impact thresholds and mitigation requirements for Transportation Impact Studies of various land use projects.
