The categories of Transportation Impact Study (TIS) required should be determined based on the project’s location, the number of trips generated, the estimated Vehicle Miles Traveled (VMT), and whether the project falls within a fee plan area. The Traffic Division will determine the appropriate study type for the applicant. There are two types of TIS that may be requested by the Department of Public Works:

Transportation Impact Study (TIS): This comprehensive study is required when specific thresholds are met, as outlined in the recommendations. These recommendations align with SBCTA guidelines, so a TIS required by the County may also fulfill the requirements for a TIS under the SBCTA Congestion Management Program.

Letter Report: This concise report addresses significant impacts of the project in the immediate area. It is primarily intended for specific concerns or small projects and is limited to special situations. Letter reports may suffice for documenting potential VMT impacts, recommending mitigation measures to reduce VMT, or addressing a limited number of study locations.
