Assessment Criteria for Construction Phase Analysis of Site Access Studies in Los Angeles

 

Los Angeles County Traffic Study Guidelines Section 4.2.3. - Evaluation Criteria

In the construction phase analysis, several factors must be considered: the project site's location, the functional classification of the adjacent street, the availability of alternate routes or additional capacity, the temporary loss of bicycle parking, the temporary loss of bus stops or rerouting of transit lines, the duration of temporary loss of access, the affected land uses, and the magnitude of the temporary construction activities.

Temporary Transportation Constraints:

  • Duration of temporary street closures or closure of one or more travel lanes,
  • Classification of the affected street (major arterial, state highway),
  • Existing congestion levels on the affected street segments and intersections,
  • Direct access to freeway on- or off-ramps or other state highways,
  • Presence of nearby emergency services (fire, hospital, etc.) that regularly use the affected street.

Temporary Loss of Access:

  • Duration of any loss of pedestrian or bicycle circulation outside the construction zone,
  • Duration of any loss of vehicular, bicycle, or pedestrian access to a parcel within the construction zone,
  • Duration of any loss of ADA pedestrian access to a transit station, stop, or facility,
  • Availability of nearby vehicular or pedestrian access within 1/2 mile of the lost access.

Temporary Loss of Bus Stops or Rerouting of Bus Lines:

  • Days and times an existing bus stop would be unavailable or existing service interrupted,
  • Availability of a nearby location (within 1/2 mile) to temporarily relocate the bus stop or route,
  • Existence of other bus stops or routes with similar routes/destinations within a 1/2-mile radius of the affected stops or routes,
  • Time of interruption on a weekday, weekend, or holiday, and whether the existing bus route typically provides service on those day(s).
