Los Angeles County Traffic Study Guidelines Section 4.3.1. - Introduction
Projects involving development or transportation may necessitate conducting an analysis of Local Residential Street Cut-Throughs (LRSTM). The goal of this assessment is to evaluate potential increases in average daily traffic (ADT) volumes on designated Local Streets near the project. These increases may comprise cut-through trips generated by the project, which could adversely impact the character and function of these streets. Cut-through trips are defined as trips along streets classified as Local Streets in the County’s General Plan, characterized by residential land-use frontage. Such trips serve as alternatives to using highways designated as Limited Secondary, Secondary, Major, Parkway, or Expressway in the County’s General Plan, for accessing destinations outside the neighborhood where the Local Street is located.
Cut-through traffic may arise due to development projects adding vehicle trips to congested arterial street segments or transportation projects reducing vehicular capacity on highway segments. To mitigate potential adverse impacts from cut-through traffic (e.g., congestion, access issues, and speeding on Local Streets), traffic calming measures and diversion features should be considered and, if approved by Public Works, implemented to manage anticipated cut-through traffic.
