ITE Trip generation manual’s tenth edition got released in September 2017. It has introduced the trip generation rates for land usage estimated by the area type. The area types include the following:
- Dense multi-use urban
- Rural
- General suburban/urban
- City core
One can find the descriptions of individual area types & guidance in the manual. Also, one can learn rates get applied accordingly. LADOT must also get consulted to check the ITE area type for project locations, considering the MOU procedure.
Suppose the City core or rural rates are used; one should ensure that the ITE database sample size is appropriate with regard to the guidance.
Besides, locally available rates from counts conducted at market-based residential properties are higher than the tenth edition rates of ITE in the city of Los Angeles. That’s evident for high-rise and mid-rise multifamily usages in the dense multi-use urban areas.
- Qualified or Existing Terminated Usages
While estimating a land development’s trips or screening projects from the VMT analysis, claims for trip credits or terminated land development needs the use of land which should be active for a minimum of six months during last two years, considering the vehicle trip counts. Documentations should get submitted to ensure LADOT validates the credit claims. Examples include occupancy certificate, building permits, affidavits, photographs, utility bills, business licenses, and more.
- Unique Developments
Unique development types might need trip generation studies of facilities to establish a specific trip rate. Such developments might include land uses for which the rates for trip generation aren’t available.
Simply put, the results and procedures should get approved by LADOT.
- Projects that are Transit-Friendly
LADOT encourages the applicants to design & construct transit-centric projects. Such projects create walkable and sate site facilities and designs, connecting project patrons to & fro transit stops and stations.
- Developments adjacent to or above the transit line stations with pedestrian access to stations might qualify for 25% of trip generation adjustment. Note that the actual adjustment gets determined by analyzing a transit service density and frequency
- Developments within the 1/4-mile walking distance from the transit station
- For development projects within a ¼-mile walking distance, the adjustment gets assessed the transit service density and frequency at nearby bus stops.
- Mixed UseInternalization
Internal trip credits are the reduction to trip generation estimates for each land use within the mixed-use development. It helps account for trips internal t any site.
